A newly assigned Texas Ranger, Will Rafferty reports to Company ‘E’ Territorial Barracks, El Paso. Given a hotbed case by the state’s governor, Rafferty, aided by Deputy Sheriff Tina Navaro from Del Rio and three senior NCIS Agents, Sean McCormick, Julie Hardison and George Butler from San Diego and Washington, pursue justice for fourteen murdered men, found in two abandoned gravesites. The Foundation, with one goal in mind, grooms a candidate, one of their own, a sitting Congressman, Roy Cohen, for the office of the Presidency. Winning that office means but one thing. If successful, democracy in its current form will become outdated. A dangerous game of Cat and Mouse between the parties ensues and sets the stage. Any actions left unchecked could change the course of history.
